The phrase "our brother Norway" means "my fellow-king, the king of Norway." However, the King of Norway may also be a blood relation of King Claudius, because at the end of the play, Fortinbras, nephew of the King of Norway, says that he has "some rights" in Denmark, and by "rights" Fortinbras means rights of inheritance to the kingship of Denmark.
